what I see when I look at the FBI thing is a note written by a near illiterate dyslexic
The first page looks like a hymnal. Probably from Psalms. I see the word ‘praise’ a lot. Something about solemn something. Towards the bottom in parentheses something about first person, second person.
The second page looks like drink recipes to me.
